Many Bank Leaders To Leave Their Hot Seats

On March 28, LienVietPostBank held the annual general meeting (AGM) 2018. Noticeably, the bank changed the Board of directors and Control Board for the new term 2018-2023, with eight members for the Board of directors and three members for the Control Board.

The new Chair of this bank Nguyen Dinh Thang was born in 1957. He has worked as vice Chair of LienVietPostBank since April 2017, and has become Board member since 2018. Earlier, former Chair of LienVietPostBank Nguyen Duc Huong asked to leave the “hot seat” at this AGM for health reason.

This year, Kienlongbank will also re-elect the Board of directors and Control Board for 2018-2022 period. At this time, the bank has planned to ask for shareholders’ opinions and will organise the AGM in April. The bank’s current Chair is Vo Quoc Thang; the deputy Chair cum CEO is Vo Van Chau and Head of Control Board is Le Khac Gia Bao.

Similarly, in Nam A Bank, the Board of directors appointed Tran Ngoc Tam as general director at the age of 45, from the position of deputy general director.

Senior banking personnel is forecasted to continue changing strongly in the near future following the regulation of the revised Law on credit organisations which took effect from January 15, 2018. Accordingly, Chair and member of the Board, CEO of credit organisations are not allowed to hold similar position in other businesses. This regulation makes a series of bank leaders to choose whether to stay at the bank or to switch to business.

Many bank leaders are in that situation. However, so far, just some people have officially made their choice such as Duong Cong Minh (Sacombank), Do Quang Hien (SHB), Do Minh Phu (TPBank), Thai Huong (Bac A Bank), etc. while many other people in such banks as Kienlongbank, SeABank, ABBank, HDBank, VietABank, etc.

This can be considered as a difficult choice. However, if it is the regulation of the law, then every individual and organisation must comply.

Senior banking personnel not only fluctuates in small and medium scale joint stock banks but large-scale ones also lack many senior positions. At the Bank for Investment and Development of Vietnam (BIDV), after Tran Bac Ha, Chair of the Board retired in September 2016, the bank still has not had a new Chair. Many people forecast that at this AGM season, the bank will have a successor for the “hot position”. Among candidates, Pham Quang Tung who used to be Chair of Vietnam Development Bank (VDB) and was moved to BIDV at the beginning of December 2017 has attracted the market attention over the last period.

Meanwhile, at Eximbank, the AGM this year is expected to take place on April 27, with four current candidates, and shareholders will have to choose two people for the Board of directors. Based on the list of personnel that is expected to be additionally elected to the Board of directors of Eximbank in 2015-2020 following the aforementioned nomination and self-nomination, the Board of directors will consider conditions and standards to be met by candidates and submit to the State Bank for approval of the list of personnel expected to be member of the Board before electing at the AGM 2018 as prescribed.

According to a reliable source, among four members in Eximbank’s Board of directors, some used to race for the bank two years ago. Currently, the Board of directors of Eximbank has nine members. In fact, the senior personnel issue in Eximbank has been “hot” since 2015, and has not been really stable until now. Earlier, Eximbank experienced many unsuccessful AGM because of its failure to seek for approval of major shareholders in selecting people in the Board of directors as people of large shareholder group are not eligible to self-nominate to the Board.

Meanwhile, Sacombank will organise the AGM on April 20 to additionally elect two board members for 2017-2021, including one independent board member. Kieu Huu Dung, Standing vice Chair of Sacombank asked to resign for personal reason. Sacombank’s Board of directors said it will submit to shareholders for approval of board member position termination for Dung at this AGM.

The screening of senior leaders for the banking sector is “hot” and according to the forecast of Dr Nguyen Tri Hieu, finance and banking expert, this screening will last in the near future.
